Somalia's First National Digital Public Infrastructure Summit

The Ministry of Communications and Technology and the Office of the Prime Minister convened Somalia's first National Digital Public Infrastructure Summit at the Jazeera Hotel in Mogadishu on 14 and 15 February 2026, in collaboration with the Central Bank of Somalia, the National Communications Authority, the National Identification and Registration Authority and the Data Protection Authority. The Ministry engaged Veynuus to design, build and manage the Summit's entire infrastructure, digital and physical: from the online registration platform through to delivery on the ground across both days.

The challenge

Digital public infrastructure is, in essence, the plumbing of a modern state: identity, payments, and the means by which systems exchange data with one another. The institutions convened for the Summit each hold one part of that stack, which is precisely why the event was necessary. Systems built independently by separate authorities do not become interoperable by coincidence, and the cost of discovering that late is measured in years of rework.

The Summit therefore carried political and technical weight at once, convening ministers, regulators, international partners, private sector leaders and digital transformation specialists. An event of that composition demanded flawless execution on two fronts simultaneously: a professional digital presence capable of handling registrations, agenda management and speaker profiles, and a physical experience matching the gravity of the occasion for an audience accustomed to international convening standards.

Those two requirements are normally met by two suppliers, and the seam between them is where such events tend to fail: registration data that does not reach the check-in desk, an agenda that differs between the website and the printed programme. The Ministry wanted a single trusted partner who could deliver both ends without compromise on either.

Our approach

We delivered a two-part solution under one team. The first part was the Somalia DPI Summit Digital Hub, a fully functional website built from the ground up. That build ran through a complete development cycle: conceptual design, requirements analysis, UI and UX design, system development, integration, security testing, deployment, training and support. Running the full cycle rather than assembling something quickly was a deliberate choice given what the site was doing.

Security testing deserves particular mention. A registration platform collects personal data on ministers, regulators, international delegates and private sector participants, and this one did so for a summit at which the Data Protection Authority was among the convening institutions. A site that handled registrant data carelessly would have contradicted the Summit's own subject matter in the most visible way available.

The second part was full-service event management, covering pre-event planning and stakeholder coordination, venue setup and technical arrangements, hall branding and creative design, communications and media coordination, on-the-ground logistics and operations, and media coverage with post-event deliverables. Because the same team held the digital platform, the registration data and the agenda structure fed directly into the physical delivery. What a delegate saw when they registered online was what they encountered on arrival.

Coordination across five government institutions shaped how the pre-event work had to run. Each body had its own approvals, its own speakers and its own view of what the agenda should emphasise, and an agenda assembled from five sets of requirements changes repeatedly until close to the opening. The platform was built on the assumption that late change was certain, so that a revised session or an added speaker could be absorbed without a rebuild.

What delivery looked like

The digital work produced a working platform rather than a brochure site. Registration, agenda management and speaker profiles were handled in one place, giving the Ministry a live view of who was attending and delegates a single reference for what was happening when. Deployment was followed by training and support, so that ministry staff could manage content themselves rather than routing every amendment back through us.

On the ground, delivery covered venue setup and technical arrangements, hall branding and creative design across the space, and the logistics and operations of a two-day programme for a senior audience. Media coordination ran alongside, with coverage captured through both days and post-event deliverables prepared afterwards, giving the Ministry a record of the Summit for its own communications about the national digital agenda.

Across both days the operational task was continuity: the programme moving as published, technical arrangements working for each speaker in turn, and the digital platform staying consistent with what was happening in the room.

Results

Veynuus delivered a complete end-to-end solution for one of the most consequential government convenings in Somalia's digital transformation to date: two days of summit delivery, five government institutions convened, and one custom digital platform built for the occasion. The Summit's primary objective was to establish a cohesive national vision rooted in the interoperability of digital systems, accelerating Somalia's digital transformation and improving the quality and accessibility of modern services for Somali citizens.

Veynuus provided the infrastructure, the environment and the communications platform that made that national conversation possible. The substance of the Summit belonged to the Ministry, the Office of the Prime Minister and the convened authorities; our contribution was to remove the practical obstacles between those institutions and the discussion they had come to have.

What this engagement shows

This engagement is a defining reference point for our capacity to serve at the highest levels of government. It combined technology development, creative production, strategic communications and precision event management in one assignment, delivered under the scrutiny of ministerial and international audiences. The reason those disciplines belonged together here is specific rather than general: when the registration system, the agenda and the room are held by the same team, the failures that usually occur at the handover points simply have nowhere to occur.
