Listening to the Future: Youth Consultations on Peace and Security in Somalia

In alignment with the global Youth, Peace, and Security (YPS) agenda under UN Security Council Resolution 2250, Somalia’s Ministry of Youth and Sports (MOYS) initiated a nationwide consultation process to gather the voices, concerns, and aspirations of young people affected by conflict, displacement, and economic uncertainty.

The goal: to shape a practical, inclusive, and actionable pathway for implementing the YPS framework in Somalia. Veynuus was engaged to support the design, coordination, and documentation of this historic dialogue.

Funded by UNDP and UNFPA, the national consultation process aimed to build a foundation for Somalia’s future National Action Plan (NAP) on YPS. The focus was on listening directly to youth across Federal Member States to identify their priorities and lived experiences regarding peace, inclusion, and decision-making.

Due to funding constraints, the consultations were implemented in Jubaland, Hirshabelle, and Southwest, while Banaadir, Puntland, and Galmudug remained pending.

Our Role: Facilitating Voices and Turning Dialogue into Data

Veynuus played a central role in ensuring the process was inclusive, evidence-based, and well-coordinated. Our contributions included:

Supporting planning and outreach across the target regions
Designing questionnaires tailored to the YPS thematic pillars
Facilitating data collection through in-person consultations
Documenting youth concerns, stories, and thematic priorities
Preparing a final consultation report submitted to MOYS

How We Delivered It: Grounded, Contextual, and Youth-Led

Our approach was rooted in creating safe spaces where young people could speak freely and be heard by institutions shaping their future. We worked closely with local youth networks, state officials, and MOYS coordinators to ensure contextual sensitivity and logistical smoothness throughout.

By balancing structured tools (questionnaires, guides) with human-centered facilitation, we captured both data and depth—giving policymakers not only numbers, but narratives.

Laying the Foundation for Somalia’s YPS Framework

This consultation was a critical first step in shaping how Somalia will localize and implement the YPS agenda. Through this work, the Ministry now holds a youth-driven knowledge base that can inform the development of the National Action Plan, future programming, and cross-government accountability on youth engagement in peacebuilding.
